Katniss does all in her power to make sure the public sees the star crossed lovers image during the victory tour with Peeta, but fails to leave the impression demanded by Prseident Snow. Katniss learns that their attempts of subduing rebellion in the districts have failed. After Katniss and Peeta Mellark return home to District 12, it is announced that for the 75th Hunger Games, 24 of the current pool of victors will be forced back into the arena to fight to the death, once again. This is in honor of the Quarter Quell, an event that occurs every 25th year of the Games, and allows the Capitol to introduce a twist. Knowing that she and Peeta will both likely be competing in the Games a second time, Katniss decides that she will devote herself to protecting Peeta.
Katniss and Peeta form unlikely alliances during the 75th Games, and the finale leads to Peeta and a few alliances being captured by the Capitol and the destruction of the Games arena with a spectacular revelation that District 13 isn’t all destroyed, after all.
